But in judicial practice, it is not uncommon for China to be deported back to Hong Kong. "Cross-border" generally refers to the combination of exit and entry. But here, it seems that crossing the border should mean "crossing", that is, crossing the territorial sea and the contiguous zone. This is because, although Hong Kong is not a country, it is still a separate jurisdiction.
